Part II supports the Utah Supreme Court's determinations that the PKPA to adoptions, and that the PKPA did not divest the Utah courts of subject-matter jurisdiction. Finally, Part III examines two possible analytical frameworks and argues that the Virginia order is entitled full faith and credit protection and the Utah order is not.
